PUBLIC HEARING – JANUARY 24, 2017
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM CY 2017

 

PUBLIC NOTICE IS HEREBY GIVEN, that the Township of Jackson will hold the first of two public hearings regarding the availability of the Community Development Block Grant funding for participation in the Community Development Block Grant Program for CY 2017. This public hearing shall serve as a forum to solicit ideas and suggestions from citizens, agencies and organizations of the community and to select and prioritize Community Development Block Grant applications for submittal to Ocean County for funding consideration through their Community Development Block Grant Program for CY 2017. The first public hearing will be held in the Main Meeting Room of the Jackson Township Municipal Building, 95 West Veterans Highway, Jackson, New Jersey 08527 on Tuesday, January 24, 2017 at 7:30 p.m. or soon thereafter.

Notice Of Fairness Hearing

TOWNSHIP OF JACKSON
NOTICE OF FAIRNESS HEARINGNOTICE IS HEREBY PROVIDED that the Honorable Mark A. Troncone, J.S.C. will conduct a Mount Laurel Fairness Hearing on December 16, 2016 at 1:30 P.M. in his Courtroom in the Ocean County Courthouse, 100 Hooper Avenue, Toms River, NJ 08754, to review and evaluate a Settlement Agreement between Jackson Township, Fair Share Housing Center and Highview Homes establishing the Township’s Third Round Housing Obligations, consisting of the Prior Round, Present Need and Prospective Need obligations and associated compliance mechanisms.
The purpose of the Fairness Hearing is for the Court to review and evaluate a written Agreement that has been executed between the parties to determine whether the Agreement adequately protects and is fair and reasonable to the interests of those of low and moderate income in the Township of Jackson and in its housing region (the “Mount Laurel beneficiaries”).
The Agreement pertains to the Prior Round, 1987 – 1999, which was established at 1,247 Units, and the Third Round consisting of the Present Need, which is 28 units, and the Prospective Need which is 1,250 units.
The Township seeks a Judgment of Compliance and a Judgment of Repose, which will afford the Township, among other things, a period of ten years of protection from any builder’s remedy lawsuits brought pursuant to the Mt Laurel Doctrine.
By Order of this Court, a copy of the Agreement shall be filed with the Court and placed on file for public inspection with the Jackson Township Municipal Clerk in the Jackson Township Municipal Building, 95 W. Veterans Highway, Jackson, New Jersey, thirty (30) days prior to the Hearing. The Agreement will be available for public inspection and photocopying during normal business hours. Its contents are incorporated herein by reference as if set forth at length.
All interested parties will be provided an opportunity to appear and be heard at the Fairness Hearing that will be conducted by the Court on December 16, 2016 at 1:30 P.M. Any party that seeks to appear and be heard is directed to file written comments, concerns or objections with the Court no later than December 2, 2016 with duplicate copies being forwarded by certified mail, return receipt requested, to the attention of the following:

The Court appointed Master, Philip Caton, will furnish the Court and all parties of record with a copy of his Master’s report on the issues associated with the Agreement and Fairness Hearing on or before December 9, 2016. The Report will be placed on file with the Jackson Township Clerk at the address set forth above and be available for public inspection and photocopying during normal business hours so that all parties can prepare for the Hearing.
The Notice is provided pursuant to the directive of the Court and is intended to inform all interested parties of the basic contents of the Agreement so that interested parties may review the Agreement in further detail at the Township Clerk’s Office before the Court reviews and evaluates whether to approve or disapprove the Agreement with or without conditions. This Notice does not indicate any view by the Court as to the adequacy of the settlement or the Agreement.
