NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN that sealed bids will be received by Veronica Dingle, RPPO, QPA, Purchasing Agent, or designated representative, for the Township of Jackson, County of Ocean, State of New Jersey on May 31, 2017 at 10:00am prevailing time, in the Main Meeting Room, Township of Jackson Municipal Complex, 95 W. Veterans Highway, Jackson NJ 08527 then publicly opened and read aloud for the following:

ROAD IMPROVEMENTS

Specifications and Proposal packages are on file at the Jackson Township Purchasing Department, 95 W. Veterans Hwy. Jackson NJ 08527 and may be obtained during regular business hours, 8:30am to 4:30 pm., Monday through Friday, until 48 hours prior to the time set for the opening of bids upon payment of $25.00 per set. No refunds will be made.

Proposals shall be submitted on the forms provided in the manner designated and required in the specifications, enclosed in a sealed envelope and addressed to the Township Clerk, Attn: Purchasing Agent, Township of Jackson, 95 W. Veterans Hwy., Jackson, NJ 08527 and plainly marked on the outside with the name and address of the bidder and the purpose for which the bid is being submitted.

The Township reserves the right to increase or decrease quantities specified in the manner designated in the specifications. The Township reserves the right to award this contract based on funds available.

The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964.

All bidders are required to comply with the requirements of N.J.S.A. 52:32-44 (Business Registration), N. J. S. A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment Opportunities in Public Contracts). Submissions by corporations and partnerships shall include a completed Disclosure of Ownership form (N.J.S.A. 52:25-24.2). Submissions shall also include a completed Non-Collusion Affidavit.

No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening thereof. The successful bidder will be required to furnish a surety company bond in the full amount of the contract price indemnifying the Township of Jackson, New Jersey for all the proceedings, suits or actions of any kind of description and conditional for the faithful performance of the work.

The Township Committee of the Township of Jackson reserves the right to reject any and/or all bids if in its opinion it is in the best interest of the Township to do so.

NOTICE TO CONDUCT LIVE PUBLIC AUCTION FOR THE SALE OF ONE (1) NEW PLENARY RETAIL DISTRIBUTION LICENSE

LEGAL/PUBLIC NOTICE TOWNSHIP OF JACKSON NOTICE TO CONDUCT LIVE PUBLIC AUCTION FOR THE SALE OF ONE (1) NEW PLENARY RETAIL DISTRIBUTION LICENSE

PLEASE TAKE NOTICE that by Resolution No. 136R-17 the Township of Jackson will conduct a live public auction for the sale one (1) new Plenary Retail Distribution License.

1. The minimum starting bid is $375,000.00 and the Township of Jackson reserves the right to reject any and all bids offered.

2. Interested bidders may obtain copies of the forms necessary to qualify to be a bidder from the Jackson Township Municipal Clerk, in the Jackson Township Municipal Building, 95 West Veterans Highway, Jackson, New Jersey. All prospective bidders must complete and submit the qualification forms no later than June 8, 2017 by 11:00 a.m. in order for the Township to review the submissions and determine if the prospective bidder is a qualified bidder.

3. All bidders shall submit (in an envelope conspicuously marked on the outside “Qualification Materials”) their forms necessary to qualify as a bidder. Qualification materials must be submitted to the Township Clerk no later than Thursday, June 8, 2017 by 11:00 a.m. At the same time, prospective bidders shall be required to submit a deposit, in the form of cash or certified check, for ten (10%) percent of the minimum starting bid amount (i.e.: $37,500.00). The remaining bid balance of the successful bidder will be due by 4:00 p.m. on June 21, 2017.

4. Bids shall be accepted only from those bidders who qualify under New Jersey Statutes pertaining to intoxicating liquors and the Rules and Regulations promulgated by the Alcoholic Beverage Control Commission (ABC), (N.J.S.A. 33:1-1 et seq. and N.J.A.C. 13:2-1.1 et seq.).

5. The Municipal Clerk shall on June 13, 2017 at 7:30 p.m. in the Township of Jackson Municipal Building, Main Meeting Room, 95 West Veterans Highway, Jackson, New Jersey, publicly announce those applicants who meet the qualifications for bidding as fixed by Federal, State and Local Laws, Rules and Regulations.

6. The live public auction will be held on Tuesday, June 20, 2017 at 10:00 a.m. in the main meeting room of the Jackson Township Municipal Building, 95 West Veterans Highway, Jackson, New Jersey.

7. The bidder whose bid is accepted shall, within 30 days after acceptance of the bid (anticipate acceptance/bid award on June 27, 2017), submit to the Township in cash or certified check the balance of the amount of the bid and all Municipal and State Fees (i.e.: payment due no later than July 27, 2017). The balance of the bid amount shall be held in an interest-bearing account, with said interest payable to the Township until such time as the license is transferred to the bidder at which time the said sum and all interest shall be paid to the Township. The transfer of the license shall take place on or before October 24, 2017.

8. No time extensions shall be granted and deposit shall be forfeited if the successful bidder does not comply with these requirements.
